From Civil Service To Customer Focus How Public Sector Organizations Energize Their Workforce Around Strategy by Radek Ananthapala September 7, 2013 By Editor: Eric Lee for The Record In an article released earlier today regarding strategies to manage the problem of culture-in-life in the South African Civil Service, some of the problems with approaches toward culture as a service-distributed community-level organisation have been identified through an investigation of its internal and external structure. In a survey of over 900 surveys administered over the last 14 years, the chief research officer of Civil Service Human Relations observed that most organisations have adopted the approach of e-tailoring strategies for staff continuity in order, as it relates to a desire to improve community-oriented governance. The present article argues that this trend will not only be furthered by ensuring that staff are governed by policies that they can follow, but also that organisation-level institutions will better serve the public sector. The chief idea of strategy for e-tailoring and improving the team dynamics through co-design is that of the South African Civil Service which has successfully implemented a range of approaches to the problem of culture-in-life which have included: Adaptive Leadership: Organisational leader at the intersection of cultural and organizational dimensions The use of collaborative approaches to accomplish best practices of management and management strategy Multi-level processes of learning and policy making involving the staff Individual leadership – at the level of staff Deciding: Who is to whom and from who Building a staff unit with a clear vision for its operation – in terms of the operational and tactical tasks provided by managers Leveraging different work-within-the-house concept – prioritising aspects of strategy Supporting the broader management plan but only if it is relevant to the conduct of the programme Working with African professional managers Actuating all staff in a continuous and consistent manner Prohibiting the use of specific procedures for monitoring and regularity of behaviour – this is of very practical importance when managing cultural settings in a large organisation.
