Several hospitals found themselves in a financial breakdown because, even after the new rules were written, thousands of clinics would fail to get their basic care taken. This same hospital were forced to announce this in the same vein, with an awful headline: “The Health Services Administration Denies Payment For Care,” and indeed, FoxCare would become quite a public safety net very soon.
