The Global Sight Initiative, a landmark project in Latin America and the Caribbean to link together health care and transportation to spur more and better use of public roads, has shown there is consensus that some countries can benefit from such strategies. For instance, in November of 1920, the European Association for the Study and Development of Urban Transport in the UK, among other governments, co-directed the Development of public and private road use in the UK, establishing the International Development Finance Model (IDF), which aimed to ensure its implementation. In 1892, the International Monetary Fund (IMF) was formed to help promote self-sufficiency in public transport, but it was unable to realize the critical momentum necessary to meet the needs of many, as London had made efforts to integrate public commuter rail services and free public transportation. As a result, the British government had to adopt a new form of Public Transport (PhyT), which already addressed some of the transport needs but was still in trouble. Despite these successes, however, the Global Sight Initiative has only reached its peak, with many questions still unanswered. The vision of what the initiative serves to address is enshrined in the strategy document by the International Finance Corporation of New York, aimed at its task of addressing economic, trade, and even trade policy as a “public transport strategy,” defined by the International Monetary Fund in 1985. The document, it has since been declassified and its authors include countries including Croatia, Argentina, Romania, and Spain, along with their citizens; Italy, Austria, Bulgaria, Bulgaria, Bosnia and Herzegovina, Serbia, Montenegro, and Kosovo, as well as member states all over the world; and in fact, it has since been issued recently by the European Union in relation to traffic safety. It would seem that these initiatives could be overstated and there is currently little to no evidence that such initiatives have led to the achievement of any positive result. Indeed, if not for long-running political squabbles over funding, funding issues in any case could turn out to be nothing more than one of the reasons why the Millennium Development Goals came into the spotlight, and the lack of concrete evidence, although still modest, in relation to public transportation in the 20s. Unfortunately, all this pressure seems to have been a smokescreen for various governments to act.

But the UK government had to scrap its planning grant to begin with, and in 1990, it only managed to fully fund in the UK half of the funding initially envisaged for public transportation. In 2008, it failed to get any funding from the city municipal government, preferring to continue, within a very tough, but soon, ambitious way, to bring all the government funding to full implementation, but that may depend on how well education and other education efforts were resourced. This problem is not a simple one. It begins with a clear vision and aims to open fruitful dialogue with world governments, foundations in private sector, communities, and governments on the creation and maintenance of human capital. •The vision needs to focus on “the values of Good government, balanced budgets, community development, human capital and fiscal discipline,” which includes ending corporate dependence on the wealthy, protecting the poor and maintaining a viable infrastructure and ensuring an orderly system of health services. •One year towards the goal of achieving health care literacy and accountability, the global vision includes drawing on the principles of democracy.
